    That's because I have absolutely no idea what Southall is on about. I know Manneken Pis, of course (I saw it last year -- no big deal!), but a costume?!?

    You saw right. 'Pis' means 'piss', or rather 'peeing', as that's the activity performed by the famous baby statue in Brussels. Unless you were thinking of something else altogether.
